I'm not sure either. My sites, even when I
didn't have great ones, were always around 50 or less.
Did your company ever spam to newsgroups or to a search
engine using your domain or e-mail from your
domain? That could do it for blacklisting. Try
putting you Meta tage in this order

title
keywords
description

then anything else. Than helped raise my position.
