Spaming

I was looking at a page that had over 500 keywords.
I could not pull them up on any of the main search engines.
The keywords all looked related and alot were repeated.
Did they get penalized for(Spaming)using so many keywords.
I would like to approch them to see if I
can resumit there site as practice for me. I think it's a
win win situation. If they were penalized what happens if
their pages are resumitted.Or how do you get reinstated.

Any help would be appreciated.
