Using NOFRAMES Tag with a site using frames

I was wondering if any of you knew how affective it was to use the tag on a site with frames to get higher rankings on search engines. Do search engines take note of the content within the noframes tag?? I was wondering because I was going to put my META tags on my main page with frames but use to get a higher rankings since just having the meta tags with the keywords won't do much good if I don't back it up with content. Sorry for the lowsy effort of trying to explain this I am in a hurry. Thanks.
