I believe Pegasus Email ( a shareware email package) has facilities to manage email distribution lists and send out mass emails.
You can set up rules so that as soon as it receives an email with, say "LIST" in the subject then it will add the address to the list. Same principle to remove people from the list.
Not played with it too much though (doesn't like NT's Winsock too much, but I have an old version).
