Email form should not be the problem, as your users can access your web site,
in term of technical, web access is as same as posting if you use "GET" method
(no matter what kind of firewall they are using).

But, secure order form(it is https) is different story. Not all firewall open
the https port or installed https proxy, so, I believe this is the problem.

How to solve the problem?
You may put a tel#, or like Amazon, have a "standard" form, without secure form.
