Robots ignore "program" submitions ????

I'v heard a rummor that when using a program (ie. the promotion artist) to submit sites to search engines, while the search engines WILL accept the submited web pages, some of the search engine robots may ignore your site in terms of spidering and indexing the rest of the site.
