There's no way this could be true for the deep search engines. The only details they collect are URLs, they have no clue who or what has submitted the URL.
On the other hand, this is indeed the case with certain STANDARD DIRECTORIES. However, none of these directories are on the Promotion Artist list. Whenever a directory decides to take this stance, it's immediately removed from Promotion Artist.
