Search engine hostility towards bridge pages.

The search engines ranked my bridge pages
very poorly even though it was legitimate
(did not attempt to mislead browsers).

So I dropped the REFRESH command completely
and resubmitted. The page still won't come
up except on a "exact text" search.

What now? Do search engines penalise pages
with too little text? (In my case, less than
50 words).
