Non-access of British Cable and Wireless sites to overseas surfers

HELP! As you will have seen from a previous posting, I have just set up a new site. Problem is, some people across the Atlantic can't access it! (My ISP is Cable and Wireless in the U.K.) This in itself is bad enough, but it also prevents the search engine robots from visiting my site and indexing it (fatal!) A technical expert at C. and W. says that the problem is caused by a block on the DNS numbers for Cable and Wireless, on the "backbone supply" somewhere in the U.S. Has anyone else experienced this problem, and do they think they know where the blockage is? A quick resolution to this problem is obviously needed, as it is against the entire ethos of the web as a free information resource!
