I decided to use pop-ups (instead of a separate FAQ page) to keep people from being diverted from the site's inventory pages, which are the focus of the site. More generally, I believe pop-ups are good for making the equivalent of short theatrical asides or parenthetical notes available to those viewers who bother to click, without taking them away from what they were looking at.
