You're thinking about a meta "refresh" tag. Here's the code:

<-HEAD>
<-META HTTP-EQUIV="refresh" CONTENT="timedelay;URL=yourURL">
<-TITLE></TITLE>
<-/HEAD>

you obviously replace the "timedelay" part with a number to represent the number of seconds you want to wait before refreshing and the "yourURL" part with the url you want to redirect too. I've heard that some search engines penalize for the use of meta refresh tags, I suppose they would be especially inclined to do so if you used it to trick the search engine by qucikly displaying a keyword rich page. Just something to keep in mind if you want to submit the page. Hope that helped.
