Scroll Down Menu! Urgent Help!

Hello, I dont know very much of scripts and forms yet.
I would like to have a simple scroll-down menu like that above.

I will try to explain with details now, It should function like this:
1. the user is prompted to select the "state", he clicks on one option like "NY".
2. he clicks the "OK" button and the page of "NY" will be loaded.
3. i am using nested-hierarchy frameset, so I would like that the "NY" page to be loaded on the center frame.
4. it should work the same for all the others states of course =)

Yes, it seems easy but I dont know how can I do that? Is there anything wrong with that code above? what would be that program to call in the action="program" space? Could you help me?
