Need JavaScript code that will "ignore" another script

Is there a JavaScript that will "turn off" or ignore a specific JavaScript in the same page?

I made a frames page for a Home Owners Association that links to a local news stations weather page. In the header frame I put a small logo and a link back to the main page of the Association.

If you go there you will see the header briefly, then it disappears.

I discovered this script (located on the page that is the target for the main frame) that got rid of my header.

Is there a script that I can put either in the header or in the master page that will ignore this script? Maybe even turn scripts off all together. (But there may be other desireable scripts elsewhere in the page.)

Any thoughts would be appreciated.
