I don't know much about the specs on cameras and scanners but I'll share what I do know.

As with most electronics you get what you pay for. Cheap scanners and cameras tend to spit out very low quality grainy pictures. Also whichever you go with needs to be able to make .jpg or .gif files as these are the kind that work on the web. .bmp, .tga , .pcx won't work. You may need to get some kind of image converting software to convert between file types if your camera/scanner can't do it.
