First off you would have to find out if its a permanet IP, if its comming from a static connection(dial-up) the person gets a different IP every log-on, you could block a whole pile trying to stop 1 person. You could try a ipgrabber program to get his IP and then use 'Iplookup'(report the problem to his ISP) and check a few times if his IP changes. Might want to check out Blackice defender it may block IP's
