It is a way of encoding an IP address.
Rather than using the standard xxx.xxx.xxx.xxx you can encode it by performing simple maths on the numbers (which of course I have forgotten :( ) and generating a single number.
It's basically the same principal that makes 1011 in binary the same as 11 in Decimal
