Netscape bookmark tree to tree of pages conversion|

How to convert a tree of bookmarks into an hierarchically organized set of web pages, that is a "web portal" -- a "mini-Yahoo!" (that provides the same "look and feel" offered by yahoo). The conversion means the creation of an HTML page for each folder. Each such page should contain (a) the folder name as the page "head", and (b) the subfolders and bookmarks as the links to "subpages". Of course, it can be done step-by-step manually. In that case, each folder-to-page conversion will take at least a few minutes. It can take hundreds of hours to convert hundreds of folders containing thousands of bookmarks. In contrast, the program could do it in minutes.
There is at least one program (IndexSite) that converts an hierarchical tree structure (created in that program) to a set of pages. However, it seems to me that it is impossible to import a tree of Netscape bookmarks into the IndexSite. Isn't it?
Are there other "folders-to-pages" conversion programs?
