There is another way to do it but it takes some small effort.
Takes about 30 minutes for a first time users to make blinking text.

Download Gif animator

go into windows paint and create your sign then make second page
a solid color then add these two BMP picture files to
gif animator then save it and walla! you got a blinking text
which is really a blinking gif image!


Simple!
