non editable forms

I am a Webmaster for a small Australasian finance company and have a question
for the more experienced than me .
My client has currently got mortgage and leasing application forms
available on the website in their native formats (Word,Excel) .
These can be opened or
downloaded . I thought this was the most convenient for the customer
but it raises a secuirty issue . This being that my client spent alot
of time and money on these forms and does not want the competition
using them .
Could someone suggest a suitable non editable(Print Only?)file format
that allows the safe storage of these files .
I have thought about the *.pdf format but one only needs the full
version of Acrobat to access these files in an editable way .
All suggestions would be gratefuly acknowledged .
