Question about the paid service of Yahoo!

Has anyone here ever paid Yahoo! the US$299 for listing?

I would like to make sure I will know why they rejected our site
if I pay them for listing before I pay them.

Will they allow you to ask question or just send you an email
after 7 working days telling you "You are rejected" OR "You are
not rejected"?

Do they give you any reasons or report on what to improve at all?
