Need help programming several system projects

We need a programmer that could do a notification software that
the server
side runs on linux and the client side can be installed and run
from the client
machine, for all operating systems, for example client side would
be able to run
on any windows, mac, linux, etc - We cannot pay a lot for the
programming so
if you are intreseted in working to get additional experience.
