Web Position Gold

I was just looking at the Web Position site and their
software Web Position Gold. It includes a feature called Submitter
and I was wondering if anyone knew how this compares
to Web Promo Artist, which I already have.

Also, I read somewhere that some search engines are penalising
people who use software to submit their URL. Is this true?
