I don't think there is one magic formula.

I've developed sites for some local businesses and nonprofits, and I'm
combining several promotion strategies --
--submission to the major indexes and search engines
--searching for subject-related websites and sending e-mail to them (For example, I sent e-mail describing a section of to the Guide at
--press releases, sent both through print and e-mail, to local and regional newspapers
--web cards -- postcards with screenshot of the website and URL, and a brief description, sent to individuals and organizations who might be interested in the topic
--searching for local/regional business directories and submitting the URL & description
