Submission of pages

This question is directed to both deep search engines and normal ones.

Is It true that if you submit your pages a search engine too often(ie once a week) then you will get penalised? I know that your notes suggest otherwise but I'm wondering if search engines have changed their rules since you wrote your notes. The reason I ask this is because I know of a web site promotion company in the uk who, if you pay an annual fee, submit your web site every month to the top 25 search engines, and I asked the sales guy there why they don't offer a service where they charge more for those people who want it submitted more often and he said this was because if you submit it too often you will get penalised, so they play it safe by submitting it every month.

Oh and by the way does your software submit to uk search engines such as 'searchuk'? -ie is it appropriate for a uk audience?
