How does SE penalty work?

My question is whether it's possible for search engines such as
Infoseek, to keep a record of your cookie and domain name registration
detail, such as your domain name registration administration contact,
your name, email address in their database once you are classified as
a spammer.

If they keep a copy of your cookie along with your domain name then
if you spammed their index with computer A, you have to clean the cookie
or change a computer to submit a new domain wouldn't it?
