First make sure that your web pages are ready for promotion (good meta tags, relevant ALT text for all graphics, no broken links, no "under construction" links). Use volunteer labor. I've had good luck submitting first to local directories and then sending personal, brief e-mail notes to the editors of subject-related sites. Constantly promote your site -- train everyone involved with it to include the name and URL in all e-mail and message posts. Put the URL on all printed material.
