It's best to target a couple of different keywords on each page rather
than have one generic list throughout the site. That way, each of your
pages is very strong for certain keywords instead of all your pages
being "OK" for all keywords.

So, to answer your question, it's better to have different tags on
each page, if you can be bothered.

It's redundant, since robots will *index* your page and *follow* the
links by default.
