Depends on many factors.
Are you using a web host that supplies it? ASP runs only on NT and NT hosts are a little harder to find than UNIX. However you would also have to find a host that supports PHP, MySQL and a MySQL browser interface (I highly recommend this if your new to dbs.)

Are you hosting it yourself? PHP and all its components are free but they are harder to install. Then again if your doing your own hosting it may not be that hard for you or your Sysadmin.

What database if any do you want to use? Certain databases are easier to use with each one. I'm doing a current project where the client has opted to use ASP. This is because they are going to have a number of non-technical people doing database updates and felt Access would be easier to use then MySQL.

I've only used each one for including files, connecting to a database and basic form calculations. Both seem to handle this easily. Both have about the same learning curve.

As for search engines I have got most SEs to index ASP and PHP pages.
