I have heard that with the exception of Alta Vista, that Meta tags and keywords are not relavant to the search engines any more. I have heard that a person physically reviews posted sites and determines there worthiness to appear in the top spots and that the sites are rated based on user friendliness. Is this true? And if it isn't, what are some dirty tricks?

That is incorrect. Most SEs still use meta tags (Lycos, Altavista, Google, Inktomi, as well as all the portals that use one of these like MSN, Netscape, AOL, Hotbot). Excite does not use keyword tags and directories like Looksmart and Yahoo do not.

And please stay away from "dirty tricks". They can hurt you in the long run. Not to mention the ethics behind it.
