You wouldn't want your page title and your meta description to be the same, since in most cases they will serve two different purposes when indexed by the SE's. The page title will serve as the title of the page and the clickable link in most SE's. Also, the meta description will often serve as a description of your site so it needs to be something that will get users to click, not just a repeat of your title. Keep it short though and be sure to include keywords in both areas as well as meta keywords. I doubt you'd be penalized for wanting pages to be excluded from indexing, but you may want to do it with a "robots.txt" file, just to be sure they all get the message.
