By all means use separate key words and titles and description for each
page in your site. If I were doing a 500 page site dealing with US
Presidents, I would certainly want my Willian H Harrison page to be
specifically meta taged to rank high when people look him up.

Heck, that's the point of meta tags. Yes you could list every president,
his wife, etc in every meta tag. But none of your presidents would
rank well in the search engines.

On my commerical site, each page's tags are uniquely associated with the
products shown on that page. Takes a lot more work, but our SE rankings
are excellent.

***put off the robot*** I think that happens VERY rarely and certainly
never because tags properly fit the page's subject matter.
