Well your partially right. Hotbot and Lycos have high spam tolerance. Excite doesn't use meta tags for ranking. Altavista is heavily weighted toward titles and body text. Go will penalize. Google is weighted toward link poularity. Northernlight and FAST I don't know about.

Most SE are relying less and less on tags and more on content and links. A year from now tags will mean even less than they do now.

I found its just as easy to get top rankings in all SEs without spamming by concentrating on titles, body text and links.
