It's not exactly a tutorial, but builder.com is an enormous resource for information on web design in general. You could spend weeks reading the web site. They have excellent HTML explanations and detailed looks at lots of other cool stuff. They used to have some fairly good advice on site layout and navigation, and what to avoid, but I'm not sure if it is still there. They also do a good job at looking at everything objectively, and they don't pretend that Microsoft is the only choice available. I would say that they are geared more toward people who already know the basics, but you may want to take a look after you've got basic HTML down.
