Well, doing it all on one page is possible. Concerning your Meta tags I recently read a document on the web stating an exemple for meta-tags.

<META name="keywords" lang="en" value="buy, sell, cheats, hints">
<META name="keywords" lang="nl" value="koop, verkoop, cheats, tips">

The example shown in this document used one meta's for each language.
I don't know for sure wether this will help with an SE. I haven't tests it yet.
