I'm not sure but I doubt that they do. Alt labels were invented for those who can't (or won't) view graphics. All browsers these days support several graphics formats, but only a few years ago they were purely text based. However, even in the recent browsers you can switch off graphics (in Internet Explorer go to View, Internet Options Advanced and look under the Multimedia options). If you clear the tick in the box for Show Pictures and then do a bit of surfing you can REALLY surf the web at speed. Of course you don't see the graphics but instead you will just see the plain text that was provided by the ALT tags so you still have an idea of what you're not seeing.
